The action defines a governance tool, systematizing the policies and the investments at territorial level. The Pact activates an open and permanent workgroup, engaging key stakeholders in order to share procedures for the management of rural areas able to enhance the mapped and evaluated ecosystem services (action A1) and to increase the level of functionality and ecological connection.
The two Pacts, one for Agro Pontino and one of the Northern Region of Malta, operate at two levels:

- support to the realization of linear ecological elements
- localization criteria for non-productive investments supported by Lazio and Malta RDPs and for the implementation of greening envisaged by direct payments linked to the CAP;
- guidelines for the environmental management of irrigation channels, rubble walls and wild flower strips, and windbreaks;
- promotion and signature of at least 60 land stewardship agreements.

- guidelines on the rationalization of environmental requirements in productive interventions on farms
